Martin Scicluna

Martin Scicluna is the Director General of The Today Public Policy Institute, Malta’s only independent think-tank.

He was the Executive President of Din l-Art Helwa (National Trust of Malta) from 2001 to 2005 and Vice President from 2005 until 2013. He is currently a Council Member for Life. He was a Director of the HSBC Malta Heritage Foundation until 2014. He was a member of the Board of Europa Nostra from 2004 until 2012 and of the Board of the International National Trusts Organisation from 2003 until 2012.

He retired to Malta in 1996 at the end of a career spent first in the British Army for 20 years and then for 25 years as a civil servant in the Ministry of Defence in London, serving in various policy secretariat appointments before being promoted to Assistant Under Secretary of State for Army Personnel matters and serving in the United Kingdom Delegation to NATO in Brussels.

He was subsequently Adviser to two Prime Ministers of Malta on defence policy matters between 1996 and 1999, Malta’s Ambassador to NATO in 1996 and Adviser to the Government of Malta on illegal immigration from 2005 to 2013. He was the Chairman of the National Commission for Further and Higher Education until July 2016.

He was educated at St Edward’s College, Malta and the Royal Military Academy, Sandhurst. He is a graduate of the Army Staff College, Camberley and of the Royal College of Defence Studies, London.
